how do i block private numbers from calling my sisters cell phone?

People are calling my little sisters cell phone (at&t) and causing her to become very upset. Is there a way to block them from calling her?

1. There are several issues here. But they should be able to be handled by her calling her service provider. she should be able to have specific numbers blocked. If these people are deliberately calling her and not trying to reach a person that had her number previously, this would fall under harassment and the cell provider should also be able to help. If it's deliberate she should report it to the police. This helps the cell company act to help her.
